BACKGROUND: The State Service Flag, whose final form was introduced in 1935, was to be utilized by all public administrative authorities, as well as the authorities of the state railways, highways, and the national bank. It was to be flown on their buildings, inland waterways, and their high seas vessels and service vehicles, but never in conjunction with the national flag.

PHYSICAL DESCRIPTION: A stiffened, triangular, multi-piece cotton and rayon construction pennant, 12 1/8" across and 8 1/2" tall along its hoist edge, with its pole and finial. Against the pennant’s red base is sewn, to either side, a 4 3/8" diameter white disk, whose inner black border encircles a static swastika, outlined in black. The arms of the swastika extend into the border, in the same fashion as that to the "Führerstandarte." To each upper hoist corner is machine woven a black and silvery-white eagle, whose spread wings have spans of 2 3/4", and which clutches a wreathed, mobile swastika in its talons. Along the hoist edge is glued a strip of blackened leather, from which extends two blackened leather loops, slid unto the pennant’s pole. Unto the threaded top of the pole is screwed its matte alloy finial, in the form of a ring with a 2" outside diameter, encircling a spread-winged eagle with a wreathed, mobile swastika in its talons. A stepped collar extends from its base, to one side of which is stamped an RZM, "Reichszeugmeisterei" (National-materiel-control-office), logo, and beyond which is stamped an "M3/34/35" manufacturer’s code. The 16" tall, nickel-silver plated metal pole itself has a brazed collar below the pennant’s loops, immediately beneath which is stamped an RZM logo followed by "3/45." A 1 1/2" long alloy collar is fixed near the base of the pole, after which the pole is threaded. Fed unto these threads is a 1 5/8" diameter, convex, nickel-silver plated alloy base, with a similarly perforated rubber washer in the same diameter to its underside, after which is a metal washer with the same dimensions as its rubber antecedent, then a split iron ring, and, finally, a hexagonal metal nut. Light surface scratching may be seen to both the alloy and nickel-silver plated elements of the pole. Its finial exhibits age dulling and soiling. One side of the pennant has noticeable soiling along its edges, particularly the hoist edge, and a couple of small oxidization stains may be seen to its swastika. Its other side is only lightly age and usage soiled. Included with the pennant is its original, blackened oilcloth protective cover. It is also in the form of a triangle, 14" across and 9 3/4" tall along its open hoist edge, where a 7 5/8" tall flap extends which has snap buttons to each of its corners. These snaps mate with studs in corresponding positions to one of the cover’s sides. The covering is typically, lightly age and usage soiled, but has no tears or significant abrasions, and all of its stitching appears to be intact.
